IRR Delay and Exemption Checklist:
Military Service Obligation (MSO) Actions:
☐ Maintain a copy of your DD214 in a safe place, where you can find it easily.
☐ Identify your MSO date (Block 6 on the DD214) and know your eligibility window for recall
☐ Update your mailing address, phone, and Email information with your Service while in the MSO eligibility window (Block 19a on the DD214).
Initial Actions After Mobilization Orders are Issued:
☐ Review all documentation sent to you for deadlines and proper format and procedures to request a delay or an exemption.
☐ Review Service Regulations that apply
☐ Determine if you will request a delays or an exemption based on the short term or long term issues.
☐ Fax your intentions (Army: form letter in Annex A in the package you receive with your orders) to request a delay or an exemption to the appropriate Service agency WITHIN 14 DAYS OF THE DATE OF THE ORDERS.
Gather Documentation to Support Request:
☐ Request documentation from agencies and companies that prove your commitment
☐ Economic: Compile all billing statements, W-2 from the previous tax year and pay stubs from the last month. Draft a monthly budget showing the debt ratio (income to expenses) and identify the reduction of income if activated and deployed.
☐ Medical: Authorize the military health care to request your medical records to support any short term or long term medical diagnosis that disqualify you for service by completing one DD 2875 for each medical specialist who has diagnosed you
☐ Education: Full time status as a student requires a statement from the school, college, technical institute or university identifying the full time and student status (level of education, i.e. freshman, sophomore, etc), degree program and start date and expected graduate date.
☐ Disinterested Party Affidavits: Request two individuals (family friends, co-workers, instructors, etc.) who are familiar with your hardship to write
☐ Community Hardship: Request affidavits from the hospital administration, local government or state agency that employs you indicating why your mobilization would cause failure to support the community because of your unique skills or that you are in a critically undermanned profession.
NOTE: Employers can request Key or Emergency Essential Individuals be exempted from mobilization. This is an Employer initiated request and is a separate process from an IRR delay and exemption request.
Draft Personal Statement:
☐ Draft a statement that you date and sign that lays out the reasons why you should be delayed or exempted from mobilization. Attach all the documentation as proof of your statements.
☐ Fax your statement along with copies of your DD214, mobilization orders, and supporting documentation to the Services’ POC. Ensure correct Emails and phone numbers are listed, so the individual service caseworkers can request amplifying information, if needed, prior to your package meeting the board.
Appeal Package:
☐ If your delay or exemption request is denied, the letter stating so and the attached documentation will identify how to request an Appeal. THERE IS A TIME LIMIT TO RESPOND, USUALLY 15 DAYS.
☐ Appeals require you to submit new or amplifying information that wasn’t available when your package met the board.
